crossings.  Train traffic tripled in some areas, leading to congestion that forced the railroads to park trains on crossings.  During the first six months following the CSX, Conrail, Norfolk Southern merger, Huron county officials had about 400 reports of blocked crossings.  "The message was we're not going to tolerate it," Armbruster  said.  "In the beginning they were very      obstinate."
The money will go to the general budgets in the townships and counties. Some counties have suggested using this money for helping to fund future grade crossing upgrade projects. One northern Ohio suburb received about $90,000 in fines from the railroad last year alone.
